Virtual Public Hearing – 4 Water Body Crossing DNR Permits

Informational Hearing Time/Accessing: 

The public informational hearing is scheduled for Wednesday, April 22, 2026 beginning promptly at 12:00 PM Central Time (US and Canada). The hearing will be held until 3:00pm Central Time or until the last oral comments are received, whichever occurs first.

About the Hearing:

The Department has scheduled a public informational hearing for the four projects for Wednesday, Aprill 22nd at 12pm Central Time (US and Canada). The public informational hearing will be held virtually via the Zoom Remote Conferencing Platform, which is accessible by computer or phone. The public informational hearing provides an opportunity for you and the Department to gather additional facts to help gauge the possible environmental impacts of your proposed projects. The hearing is informational only. Department staff will manage the hearing agenda according to set procedures to allow all who attend a chance to be heard and to gather as much factual information as possible. The applicant (or applicant representative) is responsible for preparing and presenting information on the proposed projects, as it relates to their waterway permit applications.

The enclosed document is a “Notice of Public Hearing” for your projects. The Department will publish the notice on our website today. The period to submit written public comments began on March 10, 2026 (please reference your Notice of Pending Application letters) and will end 10 days after the date the public informational hearing is completed.

Background: One of our arguments in the contested case hearing was that Enbridge was not eligible for permits because they do not own the land at some stream crossings where they propose work, and land ownership is a requirement. This fall Enbridge co-submitted new applications with the landowners they have easements with for the four locations in question. The public comment period on those permits is now open and it’s a good opportunity to show continued opposition.  Here’s the action page Sierra Club has set up.

Any person may submit written comments by emailing macaulay.haller@wisconsin.gov , by leaving a voice message at (608) 347-0240, or writing to Macaulay Haller, 101 S. Webster St., Madison, WI, 53707-7921 by mail. Comments should include the docket number (listed below) or applicant name and should relate to whether the project meets the legal standards listed above. Comments must be submitted or postmarked no later than 10 days after the hearing date (May 2, 2026).
