The Bad River Band is continuing to object to the WDNR permitting of the LIne 5 reroute and the case is now being heard by Bayfield County’s Judge Anderson.\nThere is no public comment opportunity during these proceedings. Instead lawyers representing Bad River and lawyers from the WDNR and Enbridge will be presenting their cases to Judge Anderson for a decision. \nLocation: Bayfield County Courthouse with live streaming to the Iron County Courthouse. At the last Executive Committee meeting there was discussion regarding an agreement with Wisconsin Counties Association (WCA) and Enbridge for the pipeline project reimbursement expenses. As additional public safety expenses may be incurred for protective equipment and response in Bayfield and Ashland Counties\, Enbridge has established an escrow account administered by WCA to reimburse local entities for associated extraordinary law enforcement services. \nExec meeting highlights:\nAt the Exec meeting several motions were made:\n• A motion to forward the existing WCA/ Enbridge agreement to the board failed by a 2-4 vote.\n• A motion to seek no reimbursement from WCA/Enbridge failed 0-6.\nA recommendation to investigate an alternative reimbursement process with a general\npolicy addressing:\n• Eligible costs\n• Board approval\n• Affirmation of constitutional protections\n• Compliance with open records laws \nAt the Exec meeting\, One member preferred not to go through WCA. Three members preferred WCA. Two members wanted to see options and addressing of the “conflict of interest” concern. Corporation Counsel was directed to prepare possible options. \nAttached in the packet are four reimbursement options for consideration. The first two are agreements\, the second two are ordinances. The WCA/Enbridge/Bayfield County\nagreement has received WCA/Enbridge approval. All four of these options were sent to WCA/Enbridge for their review last Thursday\, March 26. \n\nModified WCA / Enbridge Agreement: This is similar to previous versions with several revisions to address Supervisor concerns. It also includes specific mention of dispatch/communications related expenses with interoperability and the\npotential need for adding more dispatchers. Approved by WCA/ENBRIDGE\nPublic Safety Expense Grant and Reimbursement Agreement: This is a direct contract between Enbridge and Bayfield County. This agreement mirrors items in the WCA agreement but does not involve WCA. Not yet approved by Enbridge.\nCommunity Events Ordinance: This utilizes verbiage directly from the La Crosse Community Events ordinance\, allowing for pre-payment of expected event costs. It is a more general application that involves the granting of a permit. This option is included as an example and would require additional work.\nOrdinance Establishing Cost Recovery For Extraordinary Public Safety Services. This document combines elements of the La Crosse ordinance with best practices for establishing and operating a neutral cost recovery framework for events\, projects\, and activities that require extraordinary public safety services. This is a cost recovery type agreement.\n\nAgreements #1 and 2 specify that nothing in this Agreement shall require any County or Sheriff to provide any services beyond that required under Wisconsin Law. Both of the ordinances would benefit from additional review and final adjustments\, attachments\, etc.

DESCRIPTION:Join us in learning to notice and identify the tracks & other signs of wildlife to help protect and monitor our watersheds!\nTracking is an important method for monitoring the impacts of the work that is starting to clear for the reroute of line 5. We are much more likely to see the tracks and sign of an animal who depends on ecosystems and waterways crossed by the reroute than we are to see the actual animal. Most of us who live in cities have been severed from relationship with water. In fact\, the city as imagined by empires cannot exist without this desecration\, and many cities have been standing for so long that we don’t know any other reality. \nBecause of this\, when people hear of extraction projects happening in rural places\, places that have often been protected for longer\, they rush to the front lines\, because it’s easier to fight for something one may see as ‘whole’ or ‘pristine’ than the waters of their own homes. This isn’t to say that one is more important than the other. All our waters are connected\, and by learning the stories of the waters we call home\, by learning how to listen when they speak\, we can stand in solidarity with those fighting extraction farther away from us\, rooted in deep love and responsibility for every being we are connected to in struggle. \nWe chose the medium of puppetry to tell these stories because we wanted to use public art builds as a way to connect with people and get folks thinking about extractive projects both in and around Chicago\, as well as in connection to the Enbridge Line 5 re-route through the ceded territories. Our goal is to draw attention to and question the settler colonial ways of understanding land and water\, to share research about the history of the canalization of Chicago and the effects of line 5 done by others\, and to put on a good show. \nThis is a story in a constant state of telling and retelling\, and we are reaching out earnestly and with curiosity to people who have something they wish to share or correct. Respond to accidents or incidents at the Project site requiring first responder services\, including but not limited to administration of first aid and completing accident reports.8. Assist in the development and presentation of education-based programs to address public safety concerns regarding the Project. \n\n\n\n\n\n\n\nOf exceptional concern in the agreement is Section G. which appears to highlight keeping all financial records hidden and it tip toes on all files being hidden. I.e. no FOIA allowable. This is an extra caveot to what they did for the Line 3 agreement. Likely because people were able to FOIA the financial records and then publicize them. \n\n\n\nOf additional concern\, is that it is likely that the County Board agenda does not comply with the notice requirements of the open meetings law. See pp 14 to 17 of this compliance guide. The law says that the agenda needs to appraise the public of what will be discussed and that if the government body can anticipate a lot of public interest then they need to be more specific. Clay will be returned to you)\nhot glue gun\nbasic sewing supplies\npaintbrushes\npower drill\npliers and wire cutters\n\nArt Supply Wish List:  \n\npaints\nwire (as thick as a coathanger or thicker)\nplastic or pvc pipes (like hula hoops or similar)\nfabric\, but especially plain/unpatterned\nhot glue\nzip ties\nwood (round or square\, thinner than 2×4)
